Make the Batter: Sift 60 grams all-purpose flour, 1 tablespoons dry milk powder, 1 tablespoons cornstarch, 60 grams powdered sugar (confectioners' sugar), and 1 pinch of table salt into a bowl. Add 2 large egg whites, 30 milliliters whole milk, and 30 milliliters vegetable oil. Mix until just smooth and combined batter should be thin like crepe batter. Do not overmix.
Prep the Colored Piping Bags: Scoop out 2 tablespoons of batter and split equally into two small bowls. Tint one bowl with 2 light pink gel food coloring and the other with 2 deep pink gel food coloring. Transfer each into a small piping bag or a zip-lock bag with a tiny corner snipped off. Keep remaining batter plain.
Preheat Oven: Preheat oven to 300°F (150°C). Line a baking sheet with a silicone baking mat or use a non-stick tray.
Spread & Decorate: Drop 1 tablespoon of plain batter onto the tray and spread thinly into a 3–4 inch (8–10 cm) circle. Pipe hearts, stripes, or polka dot designs on top using the pink piping bags. Repeat for each cookie.
Bake Until Golden: Bake for 10–11 minutes
until edges are lightly golden. Watch closely from the 9-minute mark — they can overbake quickly.
Shape While Hot — Work Fast!: Working one cookie at a time straight from the oven: place a Valentine's message in the center (text facing down), fold in half, then bend over the rim of a glass to form the classic fortune cookie curve. Place in a muffin tin to cool and set. Repeat immediately for each cookie before they firm up.
Crisp Up If Needed: If any cookies feel soft after cooling, return them to the oven at 195°F (90°C) for 10 minutes
to dry out and crisp without further browning.
